This report presents a detailed assessment of the EU policy regarding CHP, encompassing the 2004 CHP Directive, the 2012 Energy Efficiency Directive, the three Energy Packages that shaped the Internal Energy Market, the Clean Energy Package and some of the most relevant legislation regarding biomass use. The report also assesses the potential participation of CHP in different markets, focusing on barriers that this technology may face.
